What is this FORCE DOWNLOAD PDF FILE link?
 
The web page that serves your web browser a PDF initially downloads the PDF "inline" file into a frame visible on the page as seen in the browser. If you do not see a PDF in a frame as just described, then your device cannot handle an "inline" delivered PDF file. This will require a change.

When you click the "Force Download PDF" link, it downloads the PDF as an "attached" file. If a web browser (or device) was properly configured, you would either see the PDF on the page -OR- after clicking on the "force" link, there would be an extra file physically downloaded to the computer (like into a Downloads folder seeing a "Save file as..." dialog option -or- an app like a PDF reader would be capture it to display (or eventually email it, or print it, etc). If you do not see a change that your device is capturing or downloading a PDF file that is "attached". this will require a change.

Some browsers (mobile browsers specifically) cannot naturally handle an "inline" PDF sent to it. And, if they can, some mobile browsers will only give you the first page of a multi-page PDF file sent. That is why there are two tests in the "Testing Browser & PDF" link in the upper left-hand corner to test the capability of both single and multi-page PDFs.

If neither happens, then you must click the FAQ link the page directs you to in order to solve the problem to give you the ability to see, view, handle and print PDFs.

As mentioned earlier, the top left corner of most every page is a link "Test Browser & PDF" that was created to test a browsers ability to display, view, capture, download PDFs regardless of the device being used. Once the device is tested and configured properly using this test page, then a person will be able to view/download both single and multiple page PDFs.

By far the easiest solution is ... never use a a Microsoft web browser (Internet Explorer or Edge). Try not to use Safari (if using a Mac), and start using Google Chrome or Mozilla Firefox. If you have to use a mobile device (a smart phone or small tablet) then go to the Google Play Store or iTunes App store and install Adobe Acrobat Reader or equivalent. If you use a portable PC like a Microsoft Surface tablet/PC, then the browser you likely have already installed on the system is the normal laptop/desktop version of either Mozilla Firefox or Google Chrome.

The FAQ mentioned earlier gives the "get Adobe Acrobat reader" link, that when clicked, will determine what device you are using in order to send you to the proper app store and app to install to make using PDFs possible.
